Children who become victims of sex offenses are entitled to protection and assistance, not only from children and youth services but from police, public prosecution and court – therefore from a large number of institutions with different (legal) contracts, organisational structures, self-conceptions, interests and terminologies. Despite the common target, the cooperation of several institutions and different professions is not always easy. From 2008 to 2010, a research project, partially funded by the European Commission, was conducted by researchers from the Centre for Criminology, Lucerne University and the Institute of Conflict Research in Vienna to study current approaches to interdisciplinary cooperations on sex offenses against children in the three participating countries – Germany, Switzerland and Austria. The overall goal was to develop a model concept for interdisciplinary cooperations on sex offences against children with the participation of public children and youth services and criminal justice. This final report presents the findings of the study. An extended version, only issued in German, is published as volume 60 in the series of Kriminologie und Praxis (KUP). It is characterised primarily by much larger country reports and to a much broader representation of the data collected.
In recent years a general need for policy-oriented criminology has become quite obvious. The existence and the new foundations of corresponding institutions in supranational organizations and in a great number of countries give proof of this development. This need concerns legal measures as well as practical actions of the administration of criminal justice and the police. How this need is taken into account differs widely. There is criminological research on government behalf done by public authorities or research units within office administration, there is the establilshment of separate research centers and research under government contract executed by independen scientist. There are bodies consulting official authorities and initiating criminological research on government behalf. All these different forms of criminological research and councelling were represented within a special workshop at the 10th International Congress on Criminology which was held in Hamburg from September 4-10, 1988. The workshop was organized and chaired by the editor, the director of the Kriminologische Zentralstelle (Central Institute of Criminology). In this volume are represented contributions to the workshop on institutions of the United Nations, the Council of Europe, the United States of America, Australia, Japan and China and various countries of Europe with a special focus on the Federal Republic of Germany. An introduction gives an overview of the organizations and functions of theses institutions. The volume ist complemented by an index of the authores and their institutions.
Extremism and the prison system. A handbook for practitioners : Countering islamist radicalisation

The German prison system is currently confronted with the
challenge of having to deal with persons classified as radicalised
Islamists who have either returned from the territory of the socalled
“Islamic State” or have otherwise been convicted in the
context of Islamist-motivated offences. There is also a recurring
debate as to whether or how the specific conditions in prisons
contribute to radicalisation. At the same time, many correctional
facilities lack concepts on how to manage persons posing a
threat to public security, sympathisers, and “at-risk” individuals.
Extremism and the Prison System. A Handbook for Practitioners –
Countering Islamist Radicalisation aims to contribute to an improved
understanding of prevention measures, to analyse the impact of
individual interventions, and to embed them in a holistic approach.
Its objective is to explore possible forms of de-radicalisation work
in prisons and the extent to which detention centres and the
conditions prevailing there are to be evaluated as (de-)radicalisation
factors. In addition to the theoretical part, the handbook includes
an interactive component. It provides a guideline for practitioners
on the assessment of initial suspicions, the preparation of individual
action plans, and the selection of appropriate interventions.
Since the beginnings of criminal statistics in the early 19th century their use as instruments for measuring the true amount of crime has been controversial. Nevertheless, they are still important up to the present day. These data are used to justify policies, to decide on measures of crime prevention and crime control and to make statements about the working of the criminal justice system. With the world closing up and Europe growing together, not only economic or social comparisons are needed, but there also exists a demand to compare the developments of criminality as well as the criminal policies and the criminal justice systems of different countries. A workshop organized by the editors and titled "Improving Crime and Criminal Justice Statistics - National and International Perspectives", which took place on the 11th International Congress on Criminology in Budapest in August 1993, brought together international experts to discuss the topic. The editors asked the contributors to answer the following questions in regard to their respective national situation: (1) Are there any statistics covering the whole area of police and criminal justice in the respective countries? (2) Are there any partial statistics, and if so, how are they connected? Are they compatible?(3) What can be said about reliability and value of data of statistics? (4) What will be the future developments regarding survey modes and computerization of data collection and evaluation? How can the availability of the data be improved? (5) How far can official statistics in future be replaced or complemented by victim surveys and microcensus? (6) Is it possible to establish international comparability/compatability of national statistics? This volume contains most of the papers presented at the conference and revised for this publication as well as some complementary contributions by other authors. After an introductory chapter, which describes the initial position and the present difficulties of the national criminal statistics and of their international comparability, the situation in several West and East European countries is shown. This is supplemented by reports from Africa as an example of developing countries and from Canada as an example of a non-European developed country. A concluding chapter discusses problems of international comparability and of concrete initiatives to carry out such comparisons.
Es wird konstatiert, dass die Aufmerksamkeitsdefizit-Hyperaktivitätsstörung (ADHS) eine zentrale Rolle bei der Entstehung von Jugendkriminalität spielt und somit auch für die Risikobeurteilung von Relevanz ist. Vor diesem Hintergrund wird die Vorhersagkraft des Prognoseinstruments VRAG-R (Violence Risk Appraisal Guide-Revised) bei jugendlichen Straftätern untersucht. Die Stichprobe setzt sich aus N = 106 männlichen Straftätern aus der Justizvollzugsanstalt Ottweiler im Saarland zusammen. Das Durchschnittsalter beträgt M = 18,3 Jahre. Die Daten wurden den Eintragungen des Bundeszentralregisters zwischen 2001 und 2002 entnommen. Während einer durchschnittlichen Nachbeobachtungszeit von M = 13 Jahren ist bei 62,5 % der Jugendlichen ein Rückfall zu beobachten. Nach hier vertretener Ansicht besitzt der VRAG-R eine gute Vorhersagekraft sowohl bezüglich der allgemeinen Rückfallwahrscheinlichkeit (AUC = 0.861) als auch bezüglich des Rückfalls in Zusammenhang mit Gewalt (AUC = 0.733). Starke Effekte werden auch für die Vorhersage einer erneuten Inhaftierung (AUC = 0.874) gemessen. Es wird geschlussfolgert, dass sich der VRAG-R unter bestimmten Bedingungen dazu eignet, Vorhersagen bei straffälligen Jugendlichen und jungen Erwachsenen zu treffen, allerdings werden eine zielgruppengerechte Anpassung sowie weiterführende Untersuchungen empfohlen. Abschließend wird dafür plädiert, ADHS-Symptome im Kontext des Jugendstrafvollzugs für ein langfristiges Risikomanagement in den Fokus zu nehmen.
Ziel der Studie ist es zu überprüfen, ob Viktimisierungserfahrungen von sexuellem Missbrauch in der Kindheit (unter 16 Jahren) und frühe, nicht missbräuchliche sexuelle Erfahrungen und Verhaltensweisen (z. B. Masturbationsverhalten) mit der Entstehung pädosexueller Neigungen bei Männern zusammenhängen. Zu diesem Zweck werden biografische Daten von N = 223 aus Österreich stammenden Sexualstraftätern untersucht, die aufgrund sexueller Übergriffe gegen Kinder zwischen 2000 und 2008 zu einer Haftstrafe verurteilt wurden. Es wird konstatiert, dass eigene Viktimisierungserfahrungen mit der Entstehung pädosexueller Neigungen im späteren Lebensverlauf korrelieren. Nach hier vertretener Ansicht kann dies in einigen Fällen damit erklärt werden, dass im Zuge der Verarbeitung eigener Opfererfahrungen sich Sex mit Kindern zu einer für das Individuum akzeptablen Fantasie entwickelt. Bezüglich eigener Viktimisierungserfahrungen ist die Rate bei Männern, die von einer ausschließlich pädophilen Paraphilie betroffen sind, dreimal höher als bei Männern ohne pädophile Paraphilie. Darüber hinaus geht aus der Untersuchung hervor, dass die wöchentliche Masturbationsrate während der Pubertät und nicht missbräuchliches Sexualverhalten Indikatoren für pädosexuelle Paraphilien und für Rückfälligkeit darstellen. Männer, bei denen eine ausschließlich pädophile Paraphilie vorliegt, zeigen die höchste Rate an frühen sexuellen Erfahrungen und Verhaltensweisen. Abschließend werden Limitationen der Studie diskutiert.
Diskutiert wird der aktuelle Forschungsstand über die Risikoeinschätzung und das Risikomanagement bei Sexualstraftätern bzw. Sexualstraftäterinnen in Deutschland. Es wird konstatiert, dass der überwiegende Teil der in Deutschland angewendeten Methoden empirisch fundiert ist. Nach hier vertretener Ansicht sind sogenannte aktuarische Risikobewertungsinstrumente (ARIs) und Instrumente der strukturierten professionellen Risikobeurteilung (SPJs) die bedeutsamsten methodischen Ansätze im aktuellen forensisch-psychologischen Diskurs. Die wichtigsten Instrumente beider Ansätze wurden für den deutschsprachigen Raum bereits übersetzt und kreuzvalidiert. Da das standardisierte Verfahren von ARIs keine Erfassung von idiografischen Merkmalen zulässt, die für die Einschätzung des Risikos sowie für das Risikomanagement im Einzelfall essenziell sind, haben sich in Deutschland vor allem SPJ-Verfahren durchsetzen können. Es wird konstatiert, dass in der letzten Dekade ein Zuwachs an (verpflichtenden) Behandlungsangeboten für entlassene Sexualstraftäter/-innen zu verzeichnen ist, was zu einem erheblichen Rückgang der Rückfälle geführt hat. Abschließend wird das Präventionsprojekt Dunkelfeld (PPK) vorgestellt, das Personen, die sich selbst als pädophil identifizieren, präventive Behandlungsmaßnahmen ermöglicht.
